• Yes and no. uTorrent (note, not the BitTorrent protocol, but the uTorrent program) will happily attempt things like peer exchange and DHT connections outside of the proxy even if you have those options set. It may or may not strip that info from headers so the info it thinks that it is sending may actually not have identifying info. But since those packets are not being sent thru the proxy, they're still coming from your ISP given IP address.
  
• We should setup a test torrent with multiple peers working together to deanonymize a client. Spread that around to get many people to try it and identify vulnerable torrent clients/setups. Then we could be sure.

  Well it's easily tested. Depending on your firewall, you can just look at the outgoing connections associated with uTorrent, and if your firewall doesn't support it, you can always use something like TCPView. This isn't a question of 'the proxy doesn't work.' This is a question of 'the bittorrent client uTorrent doesn't respect user settings.' I still use it instead of other windows clients like qBittorrent, Deluge, and Transmission-QT because of various features that it offers but really wish that the non-bloated versions worked properly without requiring me to monitor connection logs and update firewall rules constantly.
  
• This is why I stick to Deluge. It has proxy support explicitly for DHT, peer connections, trackers and web seeds - and it respects them. I used to be a huge qBittorrent fan but when the PIA proxy went down qBittorrent happily decided that if the proxy set up in the options was down, hey let's just use the ISP connection instead. I did post a bug report on the qBittorrent forums but nobody was that interested, which is a shame for such an actively developed program.

  KTorrent is another one. A fantastic downloader and I love how clean yet configurable it is, but the proxy settings are misleading. There is no mention of restrictions in the options dialogs, however if you read the wiki and documentation for the app, it's made clear that the proxy settings apply ONLY to the tracker connections and not DHT, peer-to-peer or other connections. They have no intention of fixing it either.

  Do your homework people, a lot of apps aren't what they should be.

  Does that mean the socks5 connections are not encrypted at all?

  If so that means that the ISP can still monitor the connection between the computer and PIA (but not PIA to website). It can still see what you are downloading.

  This is just a guess based on what I read on the site. For all I know the connection could be encrypted in some way, in which case I haven't the foggiest idea what's happening to you.
• The Proxy has zero support for encryption. So yes, Socks5 connections are not themselves encrypted. But they can carry encrypted data if your torrent client uses encryption and the peers/seeds support it too.

  Maybe its the 'Allow legacy incoming connections'. The 'Force' option in uTorrent is to encrypt outgoing connections. Allow legacy incoming connections enables or disables incoming legacy (non-encrypted) connections.

  If this is checked it could be exposing your activity also. However, if your peers/seeds are unencrypted it could also cause problems by filtering them out. If they are encrypted then this shouldn't be a problem.

  This is why I stick to Deluge. It has proxy support explicitly for DHT, peer connections, trackers and web seeds - and it respects them.

  ipleak.net has a torrent tracker file to test your ip. but the easiest way to configure your windows firewall is to set up the vpn as a 'public' network and your regular connection as a 'home' network. then allow utorrent to only connect to public networks. add a firewall rule to block 'home' network traffic from utorrent. its very easy. firewall rules should always be used in case your vpn connection drops.
  if you use frostwire, you can go into the options and choose the vpn connection as your network interface. shareaza shows the ip address you are broadcasting in the bottom corner of the frame. good luck.
  
• I suggest you change your DNS to a public DNS service such as Google. 8.8.8.8 / 8.8.4.4

  Also switch to Deluge...built-in enabled encryption, you can paste the utorrent trackers the same way, and it's faster because it finds private seeders first vs. slower peers so your initial connections are more safe. Safer because private seeders are usually IT savvy people that are already anonymous through seedboxes or IP addresses that are far away from where they are, by the obvious ability to stay uploading.

  When an ISP or copyright owner joins a torrent swarm, they can log your IP address, verify it to your ISP, and then issue you a copyright notice.

  If you manually adjust your DNS on your router to not use WAN DHCP then your DNS lookup traffic won't be logged by your ISP. That's why you must change it and NOT use your ISP's DNS servers. Most ISPs don't have the spare capacity or employees to packet sniff when you bypass their DNS. When you are using their DNS they can keep logs very easily.

• Sounds like Verizon are jumping in and monitoring your traffic over the SOCKS5 proxy.
  You really should be using the full OpenVPN implementation that way they cannot tell that it is P2P traffic and also enable the 'Kill Switch' so if the VPN connection goes down it kills the network adapter rather than let traffic continue over you normal ISP connection.
